London Borough of Hillingdon Dog Control Orders

The following is a summary of the orders that came into effect on 1 February 2008

1) Fouling of land by dogs

It is an offence for any person in charge of a dog, which defecates on any land, not to remove the faeces.
This applies to any land within the London Borough of Hillingdon, which is open to the air (which includes land that is covered but open to the air on at least one side); and to which the public are entitled or permitted to have access without payment.
There are exceptions for disabled people and where specific permission is given by the owner of the land.

2) Dogs on leads on roads

Dogs must be kept on a lead (of no more than 6 feet in length) at all times on public highways which includes all carriageways and adjoining footpath verges within 3 metres of the carriageway.

3) Dogs on leads by direction

It is an offence for any person in charge of a dog, not to put, and keep, a dog on a lead (of no more than 6 feet in length) when directed to do so by an authorised officer of the London Borough of Hillingdon.
 

Penalty

Anyone who commits an offence under any of the provisions of the Dog Control Order may be liable on conviction in the Magistrates Court to a fine of up to £1,000. The Council may offer the opportunity to pay a fixed penalty fine of £80 (£50 if paid within 10 days) as an alternative to prosecution.
